Richmond Council should introduce the diesel surcharge

Petition to get LBRuT to introduce a surcharge on parking diesel engined vehicles. Lib Dems promised in 2018 to introduce one - we're still waiting. We must reduce the PM2.5 particulates in our atmosphere. This harmful particulate has a big impact on our health - especially asthma and respiratory conditions - and environment.
